ICC Development Staff - Absolution

Apparently there are no direct relations or accountability between Associate Membership Compliance and ICC Scorecard grant. 

 

Neither in ICC constitution nor in ICC membership criteria; neither in any rules and regulations nor in any ICC terms of references have the thinnest and direct catwalk connection which permits  immediate suspension of funding earned by the members via Scorecard achievements while  non compliance process is in progress. 

 

The principal tool is used to calculate scorecard achievements are Census data of members which are furnished by members  in the census-data system;  all are verified and registered by ICC staff and the footing of Scorecard achievements produce Scorecard ranking. The Associate funding policy is basically dependent on Scorecard ranking and in some cases International tournament performance data.  Final Associate Member's rankings are determined in conjunction of around 90% of Scorecard position  and around 5% of Performance factor, where applicable.  Top 40 Associate members are entitle to vote in a pool of total 92 members and other 52 non voting members elect their 5 representatives from respective 5 global zones to join the 40 voting Associates for voting.

 

The important power of 45 Associate members are to elect 3 Associate Directors for the highest ICC decision making body - Board of Directors, and also to elect 3 Associate members for top Executive Body of ICC - Chief Executive Committee and these 6 Associate members plus a Non Voting Global Associate representative are part of 10 members ICC Development Committee which is considered as the prime Policy Making Body for Associate members ( subject to approval of Board of Directors) and the said policy execution is done by ICC Staff of ICC Development Department.  

 

Curiously the staff of ICC Development Department are directly appointed  by CEO of ICC, apparently "not liable"  but dependent to ICC Development Committee.

 

ICC Development committee, the very important elected body for ICC Associate members on global Cricket Development are ostensibly blunted to act directly on incompetency or wrongful acts of ICC Staff in Development Department who are apparently deciphered as zero accountability and enjoys unwritten immunity against wrongful acts, unless an exhausting process is prepared & moved through different tiers of administrative procedure. 

 

Of course for final outcome starting from Development Committee, no such exemplary steps have have ever taken so far against any ICC Development Staff in last more than 25 years of the existence of this department for any incompetency or wrongful acts; known to members. 

 

Members are obligated to ICC Regulation on membership compliance, so the ICC Development staff should be duty-bound to their contractual obligations & labor laws of their work place (in absence of ICC Regulations for Development Staff) and both should face the necessary consequences for failing to upheld their respective obligations. 

 

Further to voting rights by rankings, scorecard grant is directly dynamic to scorecard rankings too. It is within public domain in global cricket that few countries from Europe, America and Africa allegedly submitted false and inflated information to 2018 census data to ICC, which fabricated the false ranking structure, by ousting genuine member countries to possess their rightful ranks; in most cases to obtain rightful places among top 40 voting countries of ICC Associate members. 

 

As we said earlier about lack of clarity and direction to connect between Membership compliance and Scorecard grants, very rightfully ICC Development departments issued to all Associate members a pre-drafted "Declaration and Undertaking" sample Affidavit to sign, (as attached here, though legitimacy and language of such pre-drafted Affidavit prepared by the ICC Department for ICC Associate members could be questionable)as to make ICC members to face appropriate consequences according to paragraph (d) (i) (ii) (iii), if submitted false declaration. This is definitely a noble and transparent intention. 

 

ICC development staff entrusted to check, verify and approve data submitted by associate members, accepted and accommodated the false declaration of few members and promoted them in Scorecard rankings and release ICC Development funds to them corresponding 2018 Census data which might beconstrued as the alleged misappropriation of public fund of a non profitable global sports body; either out of ignorance or incompetency or alleged collusion. No  senior managers of ICC Development department and no development staff have been suspended or penalized or expelled for such alleged manipulative gross misconduct and till date and fully enjoying absolution, at the cost of ICC Members.......

 

.......Because no countries from Africa, America and Europe, submitted false data have been punished as per  attached draft Affidavit paragraph (d) and  continue receiving illegal funding despite being proved submitting false Census data for 2018.
