Decelerating Growth - Development Cricket Eligibility

We believe nothing could be more appropriate as a title in all literary sense than the actual "Caption" of this article.

 

89% of ICC members are Associates and from the word GO of global cricket development, 92 Associates of 5 continents are guided, assisted and programmed under ICC Development program which is executed by the British and Australian led executives of ICC Development Committee.

 

From the early stage of global development program of Cricket, ICC had adopted a relaxed Nationality through regulated Eligibility criteria for the Affiliate (former) and Associate member players representing ICC member Countries for the purpose to spread the game on popularity scale among indigenous nationals of the country.

 

That was by flat interpretation stood as : In addition to national passport holder citizens 1) any foreign national with 7 years residency can represent the National team and 2) any foreign national player with 4 years residency also can represent the National team but restricted to maximum 2 players in playing eleven.

 

Obviously ultimate objective is to reduce gradually expat players with National Citizen players once the development growth of the member countries start producing local national players.

 

Unfortunately, due to apparent failure of policy making & execution of ICC Development Committee and ICC Development Department respectively, led by British and Australian executives, most of the European Associate member countries and few countries from other continents remained restricted and dependent to foreign national resident players in the name of Cricket Development.

 

The protagonist reason for not adopting adequate domestic development program is that ICC was handsomely rewarding financially under Development grants to the winning countries in different ICC Associate and former Affiliate tournaments. From the start, estimated more than 90% domestic cricket players of most of European countries were foreign national, unlike other continents but of course few countries in America and Middle East also followed many European shortcut Development Path.

 

Stimulatingly ICC Board was also granting increase of funds for Associate pool gradually with good intention to make cricket truly global sport.

 

Under new ICC constitution of 2017 ICC Associate and Affiliate members were merged into one as Associate members with new openings in different global tournaments and simultaneously earning scopes of Associate members increased by many folds and performance of senior national men and women teams of member countries carried lot of weight attracted more development funds just by qualifying and participating in various regional/global ICC tournaments.

 

Peculiarly to the astonishment of many, in 2018 ICC Development Committee to its wisdom backpedaled from the generally conceived progressive growth perception of eligibility criteria of Foreign national resident players. Instead of increasing the number of years residence factor to discourage the foreign nationals to represent the country, they reduced the ELIGIBILITY factor from 7 years residency down to 3 years residency.

 

Though it can not be proved of any hidden agenda but certainly such tendentious assumption has certain merits by taking into consideration that A - European countries do not have good quality indigenous player and B - if they can accommodate good foreign national players through further flexibility of Eligibility criteria, financial benefit through development grant will be overwhelming for any grade of qualification in ICC Associate tournaments.

 

Bonanza for legalizing of foreign national players with European, few Middle eastern and American took off immediately to play in adjoining ICC tournaments.
