QUID PRO QUO - ICC Senior Development Manager?

Presumably International Cricket Council is the only global governing body of team sports which undeniably can be considered as one of cleanest and financial-scandal free organizations.

 

Since not so long back at the beginning of financial surge of ICC when first Asian President took control of ICC helm from English and Australian dominance after unprecedented chain of events with just £16,000 Pound Sterling in account in 1997 and left behind $15 Million USD at the end of the term in 2000. Flourishing continued, with revenue +$610 million USD at the end of financial year 2019, ICC Board of Directors the highest governing body endures the spotless & scandal free governance reputation by living up to the expectation of Gentleman’s game of yesterday inasmuch as today’s Ladies & Gentlemen game.

 

ICC Board is truly an exemplary body in the eyes of global sporting fraternities when many a times money tries to speak louder than transparency.

 

Wish such brilliant governance tradition is truly followed and maintained by other subordinated personnel to ICC Board but regrettably there are always someone who carry the crown on top of head and sword in hand but factually nothing but the reverse image of ostrich syndrome, portraying own as smartest surrounded by fools and cowards.

 

CWB-Cricket without boundary is a Charitable incorporated organization registered in UK with head office in London. As per their propaganda they have 3 main goals:

 

  1. To spread cricket through coaching children and teaching adults how to coach; and

 

  2. To link the sport to HIV/AIDS awareness and incorporate these messages into coaching sessions.

 

  3. To bring together and empower local communities through cricket.

 

They also claim through their own web publicity that till date they have coached 400,000 boys and girls, trained 4,000 to become qualified coaches, appointed 8 Ambassadors (150 USD / month?) etc. etc. If it is true than they are bigger than combine all 19 ICC Associate Countries of Africa with around few Volunteers and around say £85k yearly budget!!! Genuinely I am not concerned with CWB about what they say and do, may be they are super-duper messiah package in cricket coaching, training, education, health etc. or may be not but one thing is for sure that their activities are only in 3 African Countries, 1 new add of a Middle East country where cricket was-born-tomorrow and of course UK as usual.

 

Development Department of ICC is responsible for 92 Associates members out of 104 total ICC members and is suppose to be regulated, guided and aided by ICC Development Committee. Unquestionably responsibility of ICC managers in this area of discharging duties are immense and along with competent efficiency, image of department must be maintained spotless and sacrosanct to all stake holders.

 

Trafficking influence is the advanced form of conflict of interest but Quid Pro Quo can be derived from partnership of both and in many parts of the world it is a very serious offense may be interpreted criminally if wrongly applied.

 

For some years a senior manager of ICC Development department is becoming the symbol of these phrases by phases. Originally this ICC manager is the founderTrustee of CWB, joined ICC but continued with CWB till date and it appears that gradually as the ICC senior manager he went from conflict of interest to trafficking influence to an official sample of Quid Pro Quo. Can this be effect of the reverse image of Ostrich-Syndrome? You decide!

 

Let us recommence in short with few examples:

 

  1. The main East African country which is Jewel of CWB crown, never won or became runner up in any regional ICC or Africa Cricket Tournaments with or without CWB till date.

 

  2. When CWB joined with this country it had rank 62 of ICC scorecard with 25,000 USD per year grant from ICC development fund. The cricketing world is curious to know and learn from ICC regional and central development office how they managed to cope up with head-counts, rapid spread from valley to mountain growth with such a rocket speed growth of this country. Miracle does happen without voodoo.

 

  3. At present this country is ranked 19 with grant $380k USD from ICC development grant and expected to get other form of additional financial aid this year. Few publicity oriented close-up snap shots with handful children playing with plastic bats definitely ideal evidences representing hundreds of schools, 10 Universities and also cricket in the vast land of mountain gorillas must be treat to the eyes despite some foul mouths are trying to denigrate supersonic cricket spreading in this beautiful mountain country.

 

  4. Declaration on CWB report - at present this country has +10,000 participants where as in ICC Africa regional report it declared 20,000 participants at present.

 

  5. It is probable that many data are fudged, including Non ICC income, Development activities in various sectors, educational data presumably in collaboration of ICC cum CWB founder official.

 

  6. There may be a rebound finance circuit between this country and CWB in a win-win situation.

 

  7. The beautiful cricket stadium is under British citizens managed NGO / Foundation, not under national cricket body, as being portrayed time and time again in different ICC meetings and Can that be the source of ladder to climb Non ICC income for years? Who knows?

 

  8. It is clearly visible that CWB resource & time period spent in this particular eastern region country is 10 times higher than other 2 East African countries, though geographically and population wise those are much needed places with huge scopes to apply CWB motto but in reality it is absolutely insignificant of any CWB presence in comparison to other.

 

  9. Curiously ICC senior manager in development area and also as the part of CWB management seemingly having an untold theory like “once in never out”, as believed by many African members. A southern African country was fed-up presence of CWB as they did not find any benefit from CWB and decided to reject their further presence and not-so-surprisingly they lost 10 ranks ( from 29 demoted to 39) in next immediate ICC scorecard ranking year with financial loss around 100K USD. Of course it is an unfortunate coincidence.

 

  10. In conclusion I must feature an interesting point that nowhere in CWB webpages and other form of electronic and social media one can find the name of the said ICC Senior manager as the active management official of CWB but bad luck to them that they had no opportunity to hide the name from all official Annual Financial Statement and Trustee reports to the UK Government.

 

  11. Please see below latest published annual Financial statement and Trustee report (31.12.18), as same for 2019 yet to be published and arrive on to your own conclusion.

 

We believe in clean sports and healthy sports. ICC Management is the exemplary front runner on transparency of global cricket. We request for proper investigation on Quid pro Quo of the referred element and should be treated with maximum efficiency to maintain Cricket as a Clean sports everywhere, anywhere and for everybody.
